Seine-Maritime Departmental Council Building
The Hôtel du Département, a listed heritage complex, is a remarkable example of the post-war reconstruction period and 1960s administrative architecture. Its archival tower is a vertical landmark, and the concave façade of Building A is an assertive presence on the Seine River. Both are visual counterparts to Rouen's historic centre and cathedral.

Built between 1957 and 1965 and expanded several times over the following two decades, the Hôtel du Département is a remarkable example of post-war administrative architecture. It was recently added to the city’s heritage inventory and deserved to be reintroduced into the spotlight for its significant historical and architectural value. Our assessment focused on understanding the building's condition and inherent characteristics in preparation for work that would reconcile new functional and technical requirements with its heritage and architectural value across four planned renovation projects. These would improve its publicly accessible areas and strengthen security; renovate the archival spaces; redesign its workspaces; and add areas for co-working and relaxation.
