The preliminary phase of the project was launched in the Galeries de l'Hôtel de Ville following the confirmation of the consortium partners. Various tenants would temporarily occupy the space. They included two emergency-housing and support programmes for women and children in distress (victims of domestic violence, women just out of maternity care, etc.) which were run by Emmaüs Solidarité and Habitat & Humanisme EHD. Each involved a specific mix of uses, with spaces for hygiene, care, beauty and wellbeing (Emmaüs Beauté & Bien-Être) and job-training centres and a community kitchen for Habitat & Humanisme. Temporary housing for medical residents was also planned. The ground floor and upper levels were occupied by other project partners working in domains the site would be used for in the future, including the circular economy, healthy and local food, culture and events, health, sport and wellbeing. The site's medical history would continue with sport-based social-inclusion programmes for the 2024 Paris Olympics, which would take place during the transitional occupation phase. Coordinated by a specialist in temporary sites called Unity Cube, this wide range of project partners would scale up leading up to the construction phase, which would begin after the Olympic and Paralympic Games. Step by step, these commitments would write a new chapter in the long history of AP-HP’s headquarters. These changes are being driven by a team that embodies the project's core values: rigour, solidity and outstanding expertise. They combined this with a determination to build something that rose to the combined challenge of the ecological transition, an exceptional site, a one-of-a-kind neighbourhood, and the depth of its history.
